Take off the wire hooked to the sending unit and ground the wire. The fuel gauge going to full indicates the sending unit is malfunctioning. A bad gauge or wiring issue is probable if the gauge does not go to full. This test is done with the ignition switch on. The faulty "full" reading could possibly mean the gas float has a pin hole leak and has some gasoline in it, making it too heavy to rise to the top of the tank when filled.
