Harry,

One thing to check is that your throttle cable is allowing the carb(s) to go 
to WOT.  That was the source of my kickdown problem with my poly.  It just 
took a small adjustment in the throttle cable to correct it, then I could 
get the kickdown rod adjusted properly.
