Yes the white lens should be back up lights. Could be a bad ground or a defective or disconnected backup switch. Does the turn signal self cancel when you turn the steering wheel and then return to center position? Check for bad grounds at the bulb holders. I think you can securely wedge a piece of wire with the insulation at the end stripped off between the side of the bulb and the holder; then ground the other side of the wire to a known good ground to see if the bulb then lights properly.
