Yup. The fuel tank sending unit ohm readings are approximately 10 Ohms for full and approximately 60 Ohms for empty, with about a plus or minus 30% acceptable variation for these values. 

Before you pull the unit you can ground the wire that goes to the unit. Then turn on the ignition switch and if the fuel gauge goes to full, the sending unit is bad.

A common failure is the float cracking and filling with gasoline, making it sink to "E" .
