Powder coating is real durable. You can invest in a DIY power coating system, like from Eastwood 
http://www.eastwood.com/hotcoat-powder-coating/powder-coat-guns.html
and use it for other items.

But if you are sandblasting the drums you can treat them with a rust conditioning product then paint them with a few coats of enamel paint. I think Mosher paints drums a chassis black, but I'm not 100% on that.
