Sounds like first thing is to get rid of the clamped cable and replace with a correct length cable. Clean the terminals on the battery, make sure battery cells are filled up and charge the battery with a battery charger. Then install the new cables. If Click persists, could try jumping the starter relay. If still click, with no start, then it might be time to replace battery. The other thing it someone put in an alarm system in the 90s and I am not sure If I got all of it out... Half of the positive lead to the starter is probably 15 or more years old.
