Robert, Take the speedo out and look for a small hole on the back of the 
head with a cotton wick in it. Oil the wick with some light machine oil and 
keep turning the the brass bushing that the cable goes into. I'm almost 
positive that the screaming your hearing is that bushing starting to seize 
up. I would think that the place that restored your cluster should have 
taken care of that.
