Sean I've always found that Westley's Whitewall Cleaner (Bleachwhite) and a stiff brush works great for cleaning really dirty vinyl but make sure you rinse it good afterwards. Then put on a preservative and my favorite for that is Vinylex by Lexol. Actually the Vinylex is a cleaner too and works great for restoring faded black gauge faces.
