Heaater valve in exhaust manifold.

The valve that's in the exhaust manifold directly below the carb, are you  
supposed to be able to move that by hand. I don't know, and I was trying to move 
 it yesterday, and no go. If it is seized, that might explain why my motor 
heats  up when I drive it, but it doesn't when it's just idling. Any help is  
appreciated.
