Perhaps in this case they are talking about Property Taxes.  Here in KY if
you park a car with a valid registration and plate for a few years awaiting
restoration, then restore the car say 5 years later, when you go to get your
new registration and plate you have to pay the property tax on the years it
was parked.  Can be a sticky situation also when you buy a car that has been
parked for a few years and the previous owner did not pay yearly and you
walk into the clerks office to do registration and plates on your new toy
and they GOTCHA.
