Depending on how the linkage works, it may be the park switch opened just a bit too soon.

I've got the exact same problem with my 63 Fury covert Bill only it's the driver's side wiper that does that. And like you said you can't push it down either. I just turn the wipers on and off a few times and eventually it parks where it's supposed to.
