1964 Sport Fury fender tag

Hello all. I'm looking at this 64 Sport Fury on Ebay, 260118180561
The car is in New Jersey and I'm in Washington state, so I want to be 
sure of what I'm looking at before perhaps flying there or seeing if 
someone on our forum could go look at the car. The current owner cleaned 
the fender tag, which is very unreadable in the photos on Ebay and sent 
me this

The problem I'm having is matching these codes to anything in my option 
book, which covers 62-65. I saw the "H4X" on an internet decoding 
example for a 1966! If someone can help me make sense of this, I'd
