Haunted Mopar?

Hi all,

A friend of mine had his Mopar do the Mopar thing, that is, burn up the 
electrical harness! 

He replaced the burned out harness with a replacement harness taken from 
the same year / model Mopar in a junkyard.

Now all the accessories are powered all the time. That is, wipers, 
radio, etc. that should work only with the key on are powered all the 
time.

He studied the wiring diagram and can't see where he's messed up or 
where to check. 

Anything tips where to look first?
