Thanks. I did as you suggested and there is no corrosion or loose 
connections obviously visible. 

When I ran a jumper from another fuse that has juice to the fuse 
terminal for the instrument cluster, the lights in the cluster lit up 
like a Christmas tree. 

Thoughts?
