Jeff:  There are a multitude of coatings you can use, some pretty expensive.  
I have used (and continue to) roofing adhesive, which is a fiber-reinforced 
tar-based black goo that dries hard and seals everything.  It smells for a few 
days as it dries, but once dry, there is no smell or sticky goo.  Cost is less 
than $10 for a car floor.  It is applied with either a stiff brush (I have 
used a wallpaper brush) or small trowel and paintbrush.  That is probably the 
most cost effective method that I have used, and it works.
