Don Dulmage will certainly know this for certain, but I think it is because 
the exhaust valves are subject to much higher temperatures.  The lead additive 
functions as a sort of cushion when the valves close. Without it and with the 
high heat and corrosiveness of the exhaust gases, the seats and valves gotta 
be tough to survive.
