Yes to all of your questions,albeit with a bit of crank work.440source 
sells a 3.90(offset ground 3.75) crank for $550 that has the journals 
already turned down for use in the B block.You'll probably spend close 
to that refurbishing the 413 crank.Somebody else can do the math to 
yield the displacement.Why not just start with a 400 or 440 block?

A 400 block can yield about 500" if set up for serious racing.474" is 
the usual build.

A 440 block can yield an easy 512" crossram street engine,which is where 
I'm headed.
