I've never used POR-15, but I've heard nothing but great things about 
it.  There are alternatives to POR-15,  my local auto paint supply
store has some quality alternatives, including one that comes in 
an spray can.    spray cans may seem rinky-dink, but this was
professional grade stuff and costs $8/$9 for a large can.  I used
it and it worked quite well.    there have been list members who
have shared positive experiences with rust converters found at local
parts stores.
