I've always had good luck with steel wool.  2000 Grit Sand Paper for
deep scratches, then 000 Steel Wool, then 0000 Steel Wool with TurtleWax
Chrome Polish.  I removed some fairly deep scratches from some Stainless
dog-dish caps with this method.  Made them look brand new when I put new
argent on them.
