There is a pad on mine, kind of like a piece of roofing paper.
My shackles are rust colored.  Hey, that's rust, not coloring.
They don't appear to be painted and I'm pretty sure they're original.

Yes, there is a pad there. One was recommended for my 64 Plymouth!
