 Just in case, look down the center of the nipple, and see if there is a
hex opening in there. You can use a 3/8 Allen wrench, or a punch with a
3/8 shank, and a wrench, to remove. There should be a hex on the outside
though, what else could hold the plate to the block?   Tom in Dallas
