If you have removed all of the rust (exposed bare metal) then you need to
treat the metal prior to priming.  When I say "treat" the metal, the usual
treatment is a light etching (acid wash), after the etching is either dried
or evaporated, prime the exposed metal as soon as possible (within 24
hours).  Several coats of primer, followed by light sanding, depending on
how heavy of primer you use.  This prep work is essential for a lasting
paint job.  Only then should you apply several coats of paint, light buffing
or very wet sanding between every other paint coat, until you apply your
final paint coats and clear coats.
