You can't get in there very well to clean out leaves. Plus there is a little rise in the metal inside the cowl and it traps water inside there, PLUS Chrysler did not put much or any paint in there. Result = rust! I was told that Chrysler issued a Technical Service Bulletin back in the 1964 era telling service reps to drill a hole in that area so water could drain out better. Never saw the TSB, but it would be a fun TSB to post to the Web site. Anyone ever see that TSB? You'll have to cut out the rusty metal and weld in new metal, and rustproof your new metal. http://www.1962to1965mopar.ornocar.com/over62.html shows some outer cowl repair pictures on a '62 Dodge.
