Turn Signal indicators

Hi all! -

I am still shaking down my "new" 68 Polara Wagon. Are those things at the end 
of my fenders supposed to blink when I am signaling a turn like my aunt's 70 
coronet used to do? Mine aren't and i se some sort of wire running to them but 
am at a loss as to how to acess the bulbs to change them? Any help would be 
appreciated.
