The other thing Mike which you may have already checked is to make sure the cable hasn’t come loose from the shoe lever inside the drum.  It’s just a ball at the end of the cable that goes into a forked tang.

I had the same problem on my F around the time of our Buffalo NY meet last summer. Turn out to be a small 1 to 2 inch spacer part that allowed the cable to properly pull the shoes to the driveshaft. I don’t have the manual with me right now, but this sounds like the same problem. Once we inserted that piece the emergency brake works like a charm. 

I’ll text you the contact of who fixed it for me. He’s a 300 CLub member.

I am still having trouble with my parking brake after replacing the shoes and adjusting it. I have tightened it up as tight as the star wheel will go, and it still shows no sign of holding. The peddle pushes down all the way and is connected, but it seems to not be expanding the shoes in the drum. I am thinking maybe it is the cable, and maybe I should get that replaced. And ideas on where to find a cable or any other thoughts are welcome, thanks!
