Ditto for Maine, where there is NEVER a state inspection if you register it with antique tags. You just need to write down the plate number of your “everyday” vehicle when applying for the antique plates when you register your old car so the DMV knows the antique vehicle is not your primary mode of transportation. 

Additionally, we have emissions guidelines in only one county (out of 19) for cars using regular plates. 

Definitely makes things easier for enthusiasts, although the winter weather is another story….

The question is whether that historical/collector status avoids inspections and compliance with emission standards.  Here in New Jersey we used to have a terrible time leaning out the ram cars to comply with the emission standards, until the state finally decided to exempt all cars more than 25 years old from inspection.  The argumaent was made that there were not enough of them to really make a substantial difference, plus the fact that most collector cars were better maintained than was the average driver..  That was one of the very few things the government of New Jersey has ever done correctly.

In California we have historical vehicle and horseless carriage plates that limit your driving, which is similar to what this proposal is. It's not like you have to have them on your car and I don't think I saw anything in the Minnesota law requiring every old car to have them.
