{Chrysler 300} 64 300 steering wheel install

Hello All,

On the back of the 64:steering wheel is the copper disc, with horn wire attached to it.

When I torque it to 24 ft/ lbs, the connection rubs on the directional switch screw head.

Made sure black wire to copper ring is below rotating surface.

Still rubbing.  All components inside the upper shaft hub are secured in place.
Is there supposed to be a spacer below the wheel hub end for height adjustment?

Thanks
Dave D
