no Mark , problems with bulkhead or any connector pin cannot cause a short to ground. There is a short to ground as breaker is clicking 
Do not want to do something that cannot be the problem, right?  
Wiper wiring does not go though bulkhead it is under dash , on C through H at least  .

When you unplug that Bulkhead Connector, clean it up of any corrosion. then, before plugging back, take needle nose pliers and give each MALE plug a twist. About 15°. This insures that when they plug together they scrap each other and make a secure electrical connection.

Has wiper motor been   messed with lately ? 
sometimes with slow fastidious work you can unsolder or detach wire(s )and slip very small shrink  sleeve over them    , slide into  motor along the  wire as far as you can .Then a quick  shrink ; see Bob M tech section how to test motor on bench ; it is tricky , not what you think  
However that fix of sleeves means moving wires,  all the sleeves  typically crack and fall off   , 4-5 of them from memory 
This  usually happened to me  trying  to fix park switch or its cam stuck fast by that damn white lube , hard as a rock 
Remember to heed FSM warning ( read it) never to open motor or take apart in parked  position , shut off by key with the wipers up on glass not parked 

Of course short could be in wiring or harness , I have never been that lucky 
Use of thermal breaker ( the click) in wipers instead of fuse is in case trapped by ice , it protects motor from burnout , or should , as park cycle or initial start up out of park will keep trying  . 
once problem like that is cleared wipers should work again , unlike fuse , in which case no wipers

The relay, that lives on the backside of the wiper switch, is clicking on & off.
It has an audible click, that makes the ammeter gauge bounce around, until the relay resets itself.

I have pulled the switch back away from the dash panel….
Scrubbed the backside of the dash panel, with steel wool, to assure the switch is grounding up against the dash.

Still with the tinny click sound from the relay.
Any other ideas?
