Replace the front T/S bulb. You say the front won't flash and the rear stays on.
The T/S blink if the current flow to the 2 (F&R) bulbs heats up the connection inside the flasher unit and opens the circuit. Then it cools down and reconnects to provide current to the 2 bulbs. If one bulb is not working, the draw is not enough to make the other one flash.
