First of all thats a $20,000 fine if you get caught at the border and jail time with it. 

Propane is a TERRIBLE TERRIBLE replacement due to dangers of explosive nature and our leaky technology. Please dont do that! Im sure there will be someone who says this is fine and they have done this before for 30 years, it is not.

R1234yf is mildly flammable but only if exposed long term to a continuous flame. 

This is all because our cars are mobile and subject to accidents versus a fixed system in a building.

R134a conversion ( a proper one with barrier hose, o rings and replacement oil) is still the very best way to do this. Fix it right and be done with it. Better airflow across the condenser or have a parallel flow unit made custom to help with heat shedding and it will be just as cool. My 65 300L has a rebuilt RV2 compressor with proper seals and oil fresh, not a POE conversion oil in it, stock rebuilt hoses and a new expansion valve and I live in the desert and my outlet temps are in the low 40s all day long.

Hardest thing may be finding or building a condenser for these cars but you can still run the tube and fin unit if thoroughly flushed and blown out, just wont be as efficient to cool.

My 20 cents worth. I've done a bunch of these and if done right, looks 100% stock and runs just as cool.

Propane is a drop in for R12. Illegal to use in the US but not elsewhere. It's flammable. Just like 1234YF in all new cars today. Its all so silly.

Be aware some of the refrigerant sold is propane. Marketed as Envirosafe.
