Re: {Chrysler 300} sun visors

you might try silicone oil , expensive but great for some things involving rubber on our cars why I bought it
originally for the rubber gasket on AC / heat actuator rods although silicone grease is good for that .
While a while back , I think i remember clamping  visor in a rag  in a big vise so rod was just above the vise and getting rod out by twisting and pulling  Some have metal “ friction clips “ (?) in there “ and rust happens.
once out you can clean and light grease or heavy oil lightly
Did get it free , ymmv
sorry not more definitive ..

I've used a 50/50 mix of acetone/ATF, but ONLY on metal parts, and although it is quite effective in that usage, I would be VERY reluctant to expose any organic parts (like the cardboard-vinyl-leatherette parts of the sunvisor near that pivot shaft) to the acetone - it will soften and "melt" them into mush!  WD-40 also recommends against use on plastics for any long-term exposure, and although your frozen parts are indeed metal-to-metal, the metallic pinch sleeve inside the visor is in contact with the cardboard structure and vinyl wrap and edging) and the solvent is likely to soften those so much that now the thin  inner "sleeve" will now rotate freely inside the degraded cardboard and plastic of the visor, so now they "flop" loosely instead of staying stiffly frozen - the whole opposite condition!  You might look into Kroil with silicone, either spray or drip - I haven't tried it, but the ingredients seem relatively benign, especially compared to acetone!

Over a dozen years ago I asked Gary Goers for help with the stiff and reluctant visors on my 300C convertible - he chuckled and said, "No idea, but if you find a way, please let the rest of the world know how you did it!"

Likewise, if you find a solution, please let me (and the rest of the 300 Club members) know - a dozen my own visors are still very stiff and try to pull themselves out of the windshield header grommets with every actuation!
