Not saying this is right or wrong,  just what I've done based on prior experience.
 When I've fixed these kinds of clocks in the past, I realized that they've been in the dashboard for 50+ years with 12 at the top and 6 at the bottom of the dial.  Once I cleaned and oiled the mechanism, I've always set the clocks up on the bench in an upside-down orientation (6 at the top and  12 at the bottom, and let them run for a few days that way to make sure any oil that does 'migrate' after initial oiling goes 'up' into the reaches of the mechanism that will wind up drying out first once the clock is installed right side up in the dash.  
It may not make a difference, but it makes me feel better knowing I did this. ;-)
