One thing in addition to what Bob mentions that can be checked also is the 5-pin connector on the back of the circuit card which houses those gauges.  If you haven’t already tried, gently remove and reinstall the the connector at that point being careful of the pins on the card.  Sometimes it’s a loose connection; the 12V supply to the fuel gauge (which then provides 5.5 volts to temp gauge) comes in through that 5-pin connector.
