{Chrysler 300} 1962 Wiper Switch

Sounds dumb, I know….

Should EVERY spade on the back of the switch have a wire plugged onto it?  I have a bare spade and a rogue wire under the dash. I think the wire is Black or Dark Blue. 

Here’s a picture of the switch (mostly) hooked up.
