Michael: You got it right. It is a “muffler” of sorts and is there for pulsation suppression. Probably the same reason the power steering hoses have two different sizes with a fitting in the middle. The fitting might even also have a 50% restriction to suppress pulsation from the pump. Engine exhaust systems may have three “mufflers/resonators” on each side to fully suppress exhaust sound over a wide range of RPM.
