hi Justin , yes for sure needs new harness . the rubber problem is insurmountable it breaks when you move it . I also had to do the whole car 37 and 50 packards , same exact issue . I thought might be plastic ,— as not into pre57 mopar ( yet !) Can’t really patch that up . Not sure where you are located but there is a great guy named Skip Readio ( wrote a successful book , wiring your hot rod) ; he is a photographer too . He took the pictures in the great Tex Smith hemi book . He drives all over the country in a Ford Hot Rod with 331 to NHRA meets photographing cars. Anyway he helped me do the 50 Packard , works by the hour on cars on occasion , and he can figure out or make missing stuff too . He is in Ayer mass . I am a bit hesitant to start this job since I do not plan to pull the dash; perhaps spot repairing is the best course of action at the moment (?). However, the visible wires are in very poor condition. They appear to be rubber coated and the insulation crumbles
easily... the cotton covers basically turn to dust when handled. Below is a picture of the wiring block on the core support. Not much color left for ID either.
This B is not optioned up (no pwr seats, no pwr windows, no AC), which should make it a bit easier. But if I do order a harness, I'll try to get every last wire on the car.

The name you were looking for who did the 300C looms is club member Greg Lettatt who lives in Canada. He did one for me used in our 300C. The quality was and is great, but I think Greg retired from that project many years
ago.
