Thank you to everyone who made suggestions, all good as far as I am concerned. Tried to get bitumen coated felt today as my first option. Just not a thing here in Australia, probably because we don’t have asphalt roofs. Found a dampcourse bitumen material but it was coated in fine sand. Finally got flat sheet rubber 1/8” thick to cover the whole tank for about US$20. Unless I hear any major objections, I’ll go with that.
