ps that resistor in the tubing is a joke always corroded inside black knotted tube and open .
Very low ohms . cut off at ends and open or pull out the resistor wire strand .
Measure overall length exactly — it was say 4” .( guess) 
Then zero your ohm meter carefully , on low ohms — measure 1” of the wire where good . expect 1 ohm or less . Then multiply by length it was . ( 4 ohms in this example .. not real value ) 
Then find on line a 5 watt wire wound resistor close to that number . 10 % error ok better slightly high than low . solder to end points
