Fighting with computer problems so I am late with this reply.
Marshall has it right. Do it backwards. Chased this myself and
the answer was to raise the hinges to lower the hood.

That is counterintuitive. I just woke up, 4:30 AM here thinking about the darn hinges.
Once I get some coffee in me and the sun come up, I will try raising the hinges to the maximum and see what it does.
I hate armatures who screw with things. Had they left the hinges alone and just drilled two pilot holes through the hinge and the hood and then removed the two hood to hinge screws it would have been fine!
