As to your running and electrical questions that I believe remain unanswered you do not come across as working on your car yourself. I own a very similar car (1968 Chrysler New Yorker). These are very easy and simple to work on. My suggestion to you is to get your hands on the 1968 Chrysler/Imperial shop manual. There are various sources on line to get them. Then locate an independent mechanic over the age of 55 if you can, old enough to be familiar with American V8 engines, breaker point ignition and basic automotive wiring of the 1960's/70's. If you are not sure ask if he/she has a dwell meter and a timing light. If they smile and say yes you are likely in the right spot. If their eyes glaze over and look down, you are not. 

Smoke from the steering column indicates a short that could burn down your car. The smoke may have come from the ammeter and was seen as coming from the column. In any event someone with automotive wiring experience needs to be involved. 

The technical questions and answers we often give here presuppose those who ask are working on their cars themselves or have a mechanic. I would spend your time finding a mechanic. If you tell us where you are one of us may be able to recommend someone.
