My friend in Canada says about his 1960 Saratoga:

It's early production Oct 29-1959. My 60 DeSoto Canadian built had them. Chris's New Yorker - July build has none. Chri's 61 Saratoga - Canadian built has them. Friend Jon Carson who knows them well, says NO US built 61's had the tubes.

There is no pattern or correlation between build date and drain tubes.
I was surprised that more than half of the replies did not have drain tubes.
