Perhaps it needs some lubricant on it's pivot points or there is some slight mechanical interference. When removed from the manifold you will see it has a graduated scale to be used for adjustment.

I have the Automatic Choke - Well Type; that lives in the intake manifold.

Once the motor is fully warmed up, the choke plate does not open fully; unless I flick it fully open with my hand.
Not sure if the well choke needs adjusting?
Or if its rod to the carburetor choke plate needs to be bent?

Seeking any thoughts & ideas.
I see the Service Manual reflects notches on the choke; I guess I can pull it out & see where that notch is aligned to.
