I may be reasonable  to buy a fender from Murray Park or Wildcat either fix it or cut what you need off and fix  up the removed one or part  —not easy to just “ make one” . Many mopars that piece is common to  .And forward rocker end under door is a totally separate piece . The joint is often filled over , dead giveaway to bondo baby . Joint should show there . 
In the other hand maybe Don has a source for patch panel . Same issues around headlights too . We had to make that area from scratch . not easy
