That is a regular UK plate, dated to 1982 (year of import?). The personalized number plate business has always been large in the UK, and you can easily have plates made to US standard size (standard British are much larger) with some characterizing text along the edges if you so prefer. Enclosed is a picture of the 300F I had in UK, with a 1967 dated plate (year of import from France/Belgium) and similar text applied to the edges.
