In addition to checking for soot on the bimetal spring inside the choke stove you should also check for vacuum at the connection of the hot air tube. You can do that by disconnecting the hot air tube, start the engine and run it at idle, check for vacuum by placing a finger over the open connection. There should be a notciable vacuum draw on your finger. If there is not then you probably have a clogged vacuum passage through the upper casting of your carburetor, or through the body of the choke stove. The WCFB carburetor has a tendency to have clogged passages there when exhaust can enter the hot air system. The culprit is usually a failed hot air tube within the exhaust manifold.
