Ray and group,
Something to understand and to remember is that even though you are dealing with a progressive linkage arrangement you have idle circuits in both carburetors that are ALWAYS active. You will have to remove the tops of the both carburetors to identify the ailing one unless you just happen to get lucky and see an obvious defect when you open the first one.
Your problem is NOT likely to be related to a choke issue. As you have described the problem it is mostly an idle and low speed, low load problem. A choke shutter butterfly restricts air flow and is progressively more active as air flow increases and has only small effect when the engine is at idle, great effect when the engine is laboring.
As others have indicated your trouble is almost certainly too much fuel in one of the float bowls. The problem should be easy to identify and the fix should be easy. As John Grady has said, there are very few possibile causes for too much fuel to be in the float bowl.
