The bag that takes the cap with the hole in it is for a vacuum operated washer pump. There would be a foot operates pedal to make the washers squirt.

The washer bag for the motor operated pump has a 90 degree nipple at the bottom of the bag and the cap is a solid cap without a hole in it.
