Many thanks to Laiserin and Merritt for understanding the cause of lackogroundium in the horn circuit of 63-64 Chryslers: it involves removing the steering column down to the steering box and replacing a strip of copper that provided the ground to the steering pipe feeding the horn switching in the steering wheel and turn signal switch.  The club has a Merritt produced 'how I did it' that 'splains it all.  Bless you my children.
