I'm assuming that the heads he wants to use include the non-adjustable rocker arms that are used with hydraulic lifters.  The blocks are not different.  New hydraulic lifters and an appropriate cam can be installed in that block and pushrods for the New Yorker or Imperial engine can be also installed.
If there is an intent to use the camshaft for solid lifters, new solid lifters, and the non-adjustable rocker arms there are adjustable pushrods available to enable avoiding a change of rockers and rocker covers.  I've made that conversion on 2 engines somewhat recently.

a friend has a 392 block that used to have solid lifters.  It has no heads now, and he wants to know if there is any problem with fitting heads that are hydraulic.
Any help appreciated.
