Yikes! Fiberglass cloth and resin over rusted metal....not ideal to say the least, especially if the moisture that rusted it out in the first place is still occurring.
I would be looking for a solid replacement from an original Mopar with the same stamped well or having a good metal fab shop make you one out of steel.

Used fiberglass cloth and resin to reform it, then sprayed with primer then the body color of the car....black. Worked just fine.
